UN Council Approves the US Gaza Strip Proposal

The Security Council has voted to endorse proposals put forward by President Trump for achieving a lasting peace in the Gaza Strip, including the introduction of an multinational security unit and a eventual avenue to a sovereign Palestinian state.

Broad Approval with Key Abstentions

The proposal was passed by a count of 13-0, with both China and Russia abstaining. America's representative Mike Waltz addressed the council chamber that it charted “a new course in the Middle East for the conflicting parties and all the residents of the area alike”.

Negotiated Wording on Palestinian Statehood

Addition of mentions to an independent Palestine was the trade-off the US agreed to for endorsement from the Muslim nations, who are anticipated to supply peacekeepers for the global force.

“Interim measures that we embark on today must be implemented in following legal norms and upholding Palestinian rights,” James Kariuki affirmed.

Israeli Resistance Continues

Nonetheless, on the eve of the resolution approval, Israeli prime minister the Israeli leader restated his administration's strong objection to the establishment of a independent Palestinian entity, casting doubt on whether Tel Aviv will accept the execution of the UN-mandated proposals.

Main Elements of the Resolution

  • Prompt removal of ongoing restrictions on assistance into Gaza
  • Formation of an global security force
  • Steps toward restoration and a eventual “pathway to Palestinian sovereignty and sovereignty”

Ambiguous Phrasing and Stipulations

The reference to sovereignty was a balanced insertion to an initial US draft which excluded it. Yet the phrasing is unclear and conditional, promising only that once the Palestinian Authority has implemented reforms and the restoration of the strip is advancing, “the situation may eventually be in readiness for a credible pathway to Palestinian sovereignty and sovereignty.”

Global Response

The wording did not meet of the firm commitment to the establishment of a Palestinian state alongside Israel requested by Arab and Islamic states, as well as European delegates, but in addresses to the chamber after the approval, representatives from those states said they were ready to support the settlement in the service of prolonging the present ceasefire and immediate measures to feed and protect the millions of Palestinian people in Gaza.

“Our delegation has eventually decided to endorse of this resolution, a resolution that we approve its main goal, namely the continuation of the ceasefire and the creation of circumstances permitting the Palestinian people to assert their immeasurable rights to independence and statehood,” Algeria's representative stated.

Execution Hurdles

This measure gives general supervisory power to a “stabilisation committee” chaired by the US president, but of unspecified participants. This committee has to report to the United Nations but it is not obligated by the desires of the UN or by the Palestinian leadership.

Additionally, it requires the establishment of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza and the provision of utilities, but it is far from clear who would be involved.

Stabilisation Team Mandate

The mission of the international stabilisation force authorizes it to disarm and dismantle militant organizations in the territory, but it is far from clear that would-be troop contributors would agree to attempt to confront such organizations. Not a single nation has so far agreed to sending peacekeepers.

Furthermore the standards for reform of the Palestinian Authority, the prerequisite towards steps to Palestinian statehood, have been unclear.

European diplomats said they deemed it necessary that the identities of the specialized group to distribute aid was settled as promptly.
